Transcription THE FORMATION OF THE LOGISTIC EXECUTIVE (ARMY)

IN the May issue of T u t CORPS GAZI-TTI- details of Che re-
titling of the Director General of Ordnance Services were
announced, consequent to the formation of the Logistic Executive
(Army). (LE(A)J.
As the first elements of the LE(A) arc moving, or about to
move to the new location at Andover, it is an opportune time
to explain what this new MOD Headquarters is all about.
The LE(A) is an amalgamation of the following organisa-
tions into a single establishment:
(a) Director of Equipment Management (Army).
(b) Headquarters Transport Officer in Chief .(Army).
(c) Headquarters Director of Ordnance Services.
(d) Headquarters Director of Electrical and Mechanical
Engineering (Army).
(e) Headquarters Base Organisation R A O C
(f) Headquarters REME Support Croup.
The aim in forming the LE(A), is to reduce overlap
between the staff and logistic service functions, especially in the
area of equipment management,
Each of the logistic service directors concerned have now
become staff directors under the QMG and have been re-titled
Director General of Transportation (DGT), Director General
of Ordnance Services (DGOS) and Director General of Electrical
and Mechanical Engineering (DGEME). The QMGs represen-
tative at the LE(A) will be the Chief of Staff, Logistic Executive,
or COSLOG, whose duties will be to co-ordinate the activities
of the Directors General and to have special responsibility fof
the evolution of methods and the working of the LE(A).
The Director General of Transportation has now taken on
the responsibility for executive movements from the Directorate
of Movements (Army) and in essence RAOC and REME have
split the responsibilities for the management of equipment,
formerly held by DQMG, between them. The rationale govern-
ing the split has been on the basis of REME managing all those
ranges of equipment maintained in Service by base repair and
RAOC managing the remainder. Thus DGOS now have respon-
sibilities to QMG in two capacities; as a Q Staff Director
General and as the Director of the RAOC.
Changes in the organisation and responsibilities of the
directorates and the branches through which DGOS discharges
his responsibilities have been made and are explained briefly
in the following paragraphs.
HQ DGOS.
DDGOS is the deputy to DGOS and his
Principal Staff Officer, he is, in addition, the Director of Q
Maintenance Services. The branches under his control are: —
(a)
DGOS Secretariat responsible for Director level co-
ordination, briefings, visits and RAOC Corps matters.
(b) Ord 1 responsible for operations, training, establish-
ments and manpower.
(c) Ord 2 responsible for accommodation services, food,
petroleum and fire services,
(d) Ord F responsible for the control of expenditure and
financial estimates and forecasts in respect of POL,
domestic fuels and electricity, barrack services and
water,
Directorate of Base Depots (DBD). DBD will form from
Headquarters Base Organisation RAOC on 1st January 1978
when it will become a Staff directorate under DGOS. DBD,
in the rank of brigadier, will be responsible for the control
and management of the RAOC depots in UK and RAOC
warehousing procedures worldwide. The branches under DBDs
control will be designated Ord 3, Ord 4 and Stocktaking and
Reconciliation (Ord(S and R)).
Equipments Division at Donnington and Vehicle Division at
Chilwell are responsible for RAOC Inventory Management,
whilst the Army Cataloguing Authority retain their previous
responsibilities and remain a part of DSM(A's) Organisation,
Directorate of Land Service Ammunition {DLSA).
DLSA
was formed on 1st November 1976 from the Inspectorate under
CILSA.
Equipment management responsibilities for am-
munition have been transferred to DLSA who has also assumed
control of the Ammunition Inventory Branch from the old
CICP.
Directorate of Supply Computer Services {DSCS), DSC5
was formed by combining the Automatic Data Processing
Division, formerly part of CICP, and the Computer Systems
Development Wing and is responsible for the design, implemen-
tation and management of Supply Computer Systems and the
formulation of RAOC ADP policy.
Directorate of Clothing and Textiles. DCT is responsible
to DGOS for the procurement of Clothing and Textiles for the
Services and for the routine maintenance of the Army. DCT
was previously under DQMGs control, but DOS (now DGOS)
assumed this responsibility on 1st April 1976.
By April 1978 Headquarters DGOS. DBD and DSM(A)
will be colocated at Andover. DCT, DLSA and Headquarters
Army Fire Services will remain for the time being in London,
Didcot and Hounslow respectively, whilst DSCS will move to
Bicester. The timetable for these moves is:
September 1977
Ord 2 and Ord F to Andovcr.
November 1977 ,.. DGOS, DSM(A) and Ord I to Andover,
December 1977
DSCS to Bicester.
January/February 1978 ... Ammunition Inventory Branch
from Bicester to Didcot.
April 1978
DBD to Andover.

As explained in the April edition of THE GAZETTE, DSM(A)
farmed on 1st November 1976 and consists of two staff
branches which assume the responsibility for vehicles and equip-
ments for which DGOS is the designated equipment manager.
