WELCOME INCREASE IN
SIZE OF THE ARMY
THE
AN increase of one thousand nine hundred in the planned man-
power establishment of the Army was announced in February.
Further studies of Army manpower requirements have now
been completed; it has been decided that a further increase
should be made and that the Army should be authorised to
recruit four thousand more men,
The need for this further increase stems from a number of
factors. First, it has become clear that the reductions in Unit
establishments that were implemented as part of the restructur-
ing of the Army have had some adverse effects which were not
originally expected. Experience of restructured establishments
has shown that Units have had some difficulty in meeting all the
demands made of them in peacetime. The small additions to
Unit establishments that are to be implemented should improve
significantly standards of training and readiness.
Secondly, a number of enhancements in capability, which
are occurring as new equipment enters service, will call for
additional personnel, including some in support of the other two
Services, for example, in providing an artillery battery for 41
Commando Royal Marines.
Thirdly, a number of soldiers will have to be deployed to
BAOR to take on operational tasks hitherto carried out by
some of the armed members of the Mixed Service Organisation,
a uniformed civilian force raised after the Second World War T
for whom suitable replacements are no longer available as they
retire.
Finally* a Composite Unit of Battalion size will be formed
in BAOR in order to release an Infantry Battalion for deploy-
ment to the United Kingdom, thus increasing the pool of Units
available to undertake emergency tours in Northern Ireland and
elsewhere.
These measures will significantly enhance the Army's
operational capability, will be welcomed by our Allies, and
accord well with spirit of President Carter's initiatives as em-
bodied in the NATO Long Term Defence Programme.
